    Under the guidance of the Programme Manager of the Labour Administration and Working Condition Cluster (LAWC) and the direct supervision of the Operations Manager, the incumbent will contribute to the implementation of the LAWC in the areas of his/her competence.

    Duties:

  • Analyse and evaluate information regarding vendor's performance that regards quality, prices, delivery, equipment and procurement performance in respect of the Office's requirements.
  • Evaluate bids and exchange information with suppliers to ascertain their commitment and ability to meet specific requirements and accept new contracts. Provide technical support on all aspects of bid evaluations related to the procurement of diverse services and commodities, taking into account local economic and other conditions.
  • Provide information on items specifications and prices. Conduct market research to keep abreast and developments; research and analyse statistical data and market reports, production patterns and availability of the goods and services to be concerned.
  • Place purchase orders for equipment, materials and supplies as approved by the chief.
  • Analyse procurement plans submitted by Requesting units. Plan associated procurement actions, involving analysis of a wide range of procurement issues, and identification of possible courses of action. Establish and maintain a work program and schedule for ongoing and newly planned procurement activities associated with programs/projects.
  • Prepare, oversee the preparation of and conduct Requests for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs) using, where applicable, ILO e-tendering system. Analyse and evaluate vendors' proposals in respect of the Organization's requirements.
  • Develop and formulate procurement project strategies and design solutions to resolve issues/conflicts arising from complex procurement projects, in consultation with the supervisor.
  • Draft and oversee the drafting of contracts and provide advice to Requesting units and recipient entities on contractual clauses in consultation with concerned specialists as required. Ensure adherence to contractual agreements, recommend amendments and extensions of contracts, and advise concerned parties on contractual rights and obligations.
  • Extract specific data, compile and maintain statistics and prepare analytical reports for management relating to the procurement activities of the Office.
  • Based on terms of reference, offers, established rules, regulations, policies and ILO requirements, draft contracts within the delegated financial authority and provide advice to projects/requesting units and recipient entities on standard contractual clauses, as required in consultation with concerned specialists as required. Monitor adherence to contractual agreements, recommended amendments and extension of contracts, and advise concerned parties on contractual rights and obligations.
  • Perform back-up duties of other Projects and Country Office procurement as needed in order to maintain optimum performance level during the absence of other procurement member.
  • Perform other duties as assigned by the supervisor.
  • Required qualifications:

    Education:

  • Completion of secondary school education. Training in an area related to general administration and office support.
  • Experience:

  • Minimum seven years of experience in procurement, preferably in public procurement, including in government, I/NGOs, UN agencies and/or other bi/multi-lateral organizations.
  • Languages:

  • Excellent command of Bangla (written and oral) and a good knowledge of English (written and oral)
  • Technical requirements:

  • Thorough understanding of the prevailing policies and practices of public procurement
  • Ability to carry out assignments in accordance with instructions and guidelines.
  • Ability to use analytical tools and qualitative and quantitative techniques.
  • Ability to conceptualise, plan, coordinate and conduct straightforward research work and apply laws, regulations and policies. Knowledge of office financial rules and regulations.
  • Knowledge of negotiated procurement procedures and the pertinent laws and regulations. Computer and data management skills.
