Director (Retire) DAE.

As first posting I extend papaya cultivation there for increasing nutritional status and income of the rural people. I created huge acceptability among local people. I trained and motivate them regarding modern technology. I lead agricultural rehabilitation programme after the devastating flood in 1988 among 20000 rural people. I lead there food relief works among 50000 rural people. I was then posted in Bharamara upazilla of Kushtia dist., there I lead a huge rehabilitation work among 30000 farmers after massive hail storm catastrophe I was succeeded in cultivating profitable crops like Ground Nut,Maize among rural people and reduces rural poverty. Then I posted in Charghat upazilla of Rajshahi  dist. I lead there a rehabilitation and relief works.  I earned huge reputation in above rehabilitation and relief works. I caught eyes of farmers about mango cultivation. I detected problem of mango cultivation and started campaign against mango hopper insect and anthracnose disease control. Then the production of mango increases. I raised huge awareness among the rural peoples regarding mixed crop cultivation in sugarcane, for reducing poverty. Then I posed in Rohonpur upazilla of Chapai dist. There I increase HYV/Hybrid rice cultivation. There I create confidence among rural farmers regarding fertilizer distribution during crisis period. Then I posted as project director in three project cojecutively.

I implemented three different projects in DAE as Project Director. I was involve with DPP preparation, Annual procurement plan, Tender process, Bid document preparation, Tender evaluation, NOA,  Agreement Paper preparation,  Contact Management for 10 years. I have 10 years experiences regarding procurement and purchase in Govt. project abiding PPR. I also experience in eGP. I got training in Denmark regarding project management for 3 months. I got enough training and experience in Delegation of financial power PPR, FR, GFR, SR, etc. My total experience is more or less 30 years regarding project implementation 

I performed my assigned duty in timely and accordingly Now 4 year diploma course is running in Arihazer ATI. Then I posted in “Increasing Cropping Intensity in Sylhet Region Project”. I increases cropping intensity there and increases production by 6 lac m/ton rice on yearly basis and increase intensity by 5%. Then I posted in Plant Protection wing as Additional Director. Being member secretary I contributed there to control Fall Army Warm of Maize crop and Adis Mosquito by providing quick service in registration and license process. I promoted as director(grade-2) of Horticulture wing. It is the head of horticulture sector in DAE and responsible for execution of different govt. project and policy in Bangladesh. I was the supervisor of 85 horticulture center and head of administration of nearly 2000 officer and staff. I act as DAE team leader of Annual Performance Agreement (APA). Being a project Directorof three project  I  drive  the project in conducting procurement activities following PPR and World Bank Procurement Regulations with coordination with DAE. • Assist in reviewing all available project documents to facilitate the establishment of procurement procedure through e-GP for the management and implementation of the project and monitor the implementation of procurement activities; • Help in establishing a procurement management system for the project, based on the guidelines and procedures for procurement under World Bank funded projects, and the government regulations for the procurement of goods, works and services under the Bangladesh Public Procurement Act 2006, PPR 2008 and the World Bank Procurement Regulations; • In consultation with Upazilla and district level officer , prepare and update the Project’s Annual Procurement Plan, detailing contract packages for goods, works and services, the estimated cost for each package, the procurement or selection methods and processing till completion of each procurement activity; • Monitor procurement implementation and update the procurement plans prepared at the beginning of the project, for the procurement of goods, works and services annually and whenever it becomes necessary to do so; • Assist in reviewing all Bid documents of 

Masters  in Governance  and Public Policy on going from Bangladesh Institute Governance & Management (BIGM) Dhaka  under Dhaka University .
