About S.M. Tofazzel Hossin:

1. Summary of competency, skills, expertise and experiences: 

I have over 19 years of multi-sectoral professional experience in development sector including urban primary health care, governance, capacity building of ULBs, child protection, women empowerment, anti-trafficking, access to justice,  sexual and reproductive health rights, HIV/AIDS prevention etc. serving senior managerial roles performing tasks of implementation, monitoring, supervision, coordination, evaluation of development projects in Bangladesh. I have worked for Bangladeshi NGOs, international development agencies, and government entities (LGD). Since 2004 to until now, I have successfully implemented for than 18 different development and research projects serving in leading management roles. My core skills and competencies include appraisal, fund raising, assessment, evolution, report writing, advocacy and social communication, teamwork etc. 

2. Project Management

2.1 Consulting Service: a) I have served as the Project Technical Coordinator for Services and Solutions International (SSIL) for 10 months from June 2022 to March 2023 for their ADB supported UPHCSD-II project of Local Government Division. B) I have also worked for 20 months tenure at Project Management Unit in Dhaka for EU Supported Health and Nutrition in Urban Bangladesh project of LGD since October 2019 to May 2021. 

2.1 Technical Advisory Service:  I have been in the technical advisory roles in German Development Agencies called GIZ and EPOS from August 2014 to October 2017 for their “Addressing Bangladesh’s Demographic Challenges (ABDC)” project. It was a Technical capacity building intervention to promote safe delivery, medical waste management, organizational development, quality management and SRH services. Health Department of Narayanganj City Corporation, 300 Bedded Hospital and NGOs were the main clients of the technical support recipients to make sure proper medical waste management, introducing QM tools namely PDCA and 5S KAIZEN TQM etc.   

2.3 Leadership and Project Management jobs: I had performed leading managerial roles for 12 years for several NGOs including Light House, Rights Jessore, BDPC, ODPUP, and BRAC. During this period I have implemented several projects on HIV/AIDS/STI/TB and other communication diseases prevention, human trafficking prevention, legal aid, SRH, child protection, women empowerment, labor trafficking prevention, legal aid support, IGA promotion etc. 

2.4 Working with Foreign Aid and Funds: Over the years, I have successfully implemented more than 18 development projects supported by various development partners/ donors including ADB, UNHCR, EU/EC, KfW/BMZ, USAID, DANIDA, UKAID/DIFD, GFEMS/DIFD, Acting for life, free a Girl, Chance Swiss, and Bono Direct Aid Association etc. 

2.5 Advocacy, Networking, and Collaboration: I have a proven ability to build strong relationships with high-level policy-makers and stakeholders for advocacy, partnership development, and leveraging of resources for the realization of program objectives. During my professional work with CSOs, I have maintained strong networking and collaboration with various rights-based entities and platforms including the Counter-Trafficking Network, BASF, EWG, ATSEC (Action against Trafficking and Sexual Exploitation of Children), BMDF, Migrant Forum Asia, GAATW, CARAM Asia, and various local and overseas NGOs and CSOs. I have organized various local, national, regional, and cross-border collaboration meetings and workshops engaging stakeholders from Bangladesh, India, and Nepal. In those events, participants from MoLGRD&C, MoF, MoHFW, MOWCA, MoHA, the Rescue, Recovery, Repatriation, and Integration (RRRI) Task Forces; Activation of ATC at district, sub-district, and union, Activation of DLAC, UZLAC and ULAC; Closely worked with NHRC, BMET, BGB, CID, ACC, Police, Administration, Health Department, Judiciary, Department of Social Services, LGIs, community, and media. System strengthening and group development activities have been carried out to empower on female sex workers and their children, Gender Diverse Populations, child trafficking, migrants’ workers, and Adolescent girls’ protection.   

2.6 Evidence-Based Planning, ROM/RBM, and MIS:  I have sound knowledge and practical experience in developing, evidence-based planning, and result-oriented development dynamics together with appropriate Management Information Systems in considering standard measurement indicators and deliverable outputs in line with programmatic outcomes and objectives. 

2.7 Emergency and humanitarian response management: I have implemented two different projects to support the Rohingya refugees and adjacent host communities. Experienced in emergency actions and humanitarian response management for Rohingya response initiatives in Cox’s Bazar for Rights Jessore under a Child Protection Project for Rohingya children with the support of BONO DIRECT AID Association and Chance Swiss. The project strategy was to deliver literacy, counseling, nutrition and behavior change lessons through child-friendly spaces (CFS). Implemented a second UNHCR commissioned project to help at risk and vulnerable FDMN and host community under Light House contract. SRH services including PHC, EPI, HIV screening, FP method distribution, MHPSS counseling, Birth registration, GVB prevention, PSEA monitoring, IGA, parent meeting, engaging and supporting especially vulnerable adolescents ( EVA), legal assistance, etc. were some of the routine activities to implement.
