    While Bangladesh has made great strides in the implementation of the Sustainable Development Goals (SDGs), the country is still facing multiple challenges in the achievement of the SDGs by 2030. Particularly the attainment of SDG 16 – the promotion of peace, justice, and strong institutions – has been lagging behind. This SDG is universally recognised as being the driver for realising all other SDGs and is thus of vital importance. This programme addresses the need to develop effective, accountable and inclusive institutions at all levels to promote peaceful, just and inclusive societies for Bangladesh's sustainable development, enabling wider engagement of development partners and relevant stakeholders. The programme aims to support the country in achieving SDG 16 by:

    • Strengthening public institutions that can contribute to fulfilling national and international commitments and provide better service delivery;
    • Creating a positive policy environment that embeds the SDGs' core principle of "leave no one behind";
    • Promoting new capabilities and leveraging technology and innovation for more effective and inclusive governance and public service delivery.

    The project consists of the following three outputs:

    Output 1: Capacities of Bangladesh's bureaucracy are strengthened to deliver on SDG16 & SDG5

    Output 2: Institutions of public oversight are more people-centric and effectively fulfill their mandates.

    Output 3: The policy environment is strengthened to sustain SDG results and integrate SDGs into routine GoB operations and partnerships (multi-stakeholder Policy Dialogue Platform)

    SIPS will be implemented by UNDP in partnership with public institutions, preferably the SDG Coordination Cell (SDGCC) and the Governance Innovation Unit (GIU) of the Prime Minister's Office (PMO), the Bangladesh Bureau of Statistics (BBS), the National Human Rights Commission (NHRC), the Parliament



    Duties and Responsibilities

    The Project Assistant will be responsible for managing the results of the assigned outputs of the project. She/he will be responsible for the implementation of specific output activities and contribute to generating output results in line with the approved Project Document. While the Project Assistant will be based in the democratic Governance Cluster, s/he will also closely work with the Project Manager and other project staff, UNDP operations unit, Government officials and other relevant stakeholders.

    Summary of Key Functions:

    In this role, the Project Assistant will be responsible for supporting project implementation, ensuring quality and results by:

    • Providing support to projects implementation, guaranteeing quality, efficiency, and effectiveness.
    • Supporting administrative, procurement and financial activities of the project, in articulation with the Project Manager.
    • Supporting planning, monitoring and evaluation activities of the project, in articulation with the Project Manager.
    • Provides administrative and operations support on implementation of project.
    • Assist in projects financial resources management, human Resources Management, efficient procurement and logistical services;
    • Supports the elaboration of projects related Terms of Reference;
    • Participation in selection processes for Letters of Agreement signature, as well as undertake activities related to LoAs monitoring;
    • Participates in consultants selection panels;
    • Support to follow-up on project auditing issues;
    • Follow-up, on a daily basis, with project partners and donors, to guarantee smooth implementation of administrative and operational activities of the project;
    • Elaboration of project revisions in the Quantum system;
    • Undertake other project-related transactions, in line with the project assistant profile;
    • Maintain up-to-date files and records of project documentation;
    • Provide logistical support for workshops and other meetings as tasked by the Project Manager;
    • Process project-related travel arrangements;
    • Perform any other tasks assigned by the supervisor.

    Supporting planning, monitoring and evaluation activities of the project, in articulation with the Project Manager/Project Coordinator.

    • Support the elaboration of project work plans;
    • Support the elaboration of project procurement plans;
    • Support the administrative functions of the project;
    • Support the organization of project reviews/tripartite meetings;
    • Perform any other tasks assigned by the supervisor.

    The key results will support the efficiency and effectiveness in the implementation of the projects, in accordance with UNDP policies and procedures and donor requirements.

    4. Institutional Arrangement

    The Project Assistant will work under the direct supervision and guidance of the Project Manager.

    Registry & correspondence management Ability to collect, resister, maintain and deliver mail and UNDP pouch; ability to manage archives.

    Event management (including retreats, trainings, and meetings) Ability to manage events including venue identification, accommodation, logistics, catering, transportation, and cash disbursement etc.

    Ethics UN Policy knowledge-ethics Knowledge and understanding of the UN staff Regulations and rules and other policies relating to ethics and integrity.

    Required Skills and Experience

    Education:
    • Minimum Secondary Education is required,
    • University degree (Bachelor's degree) in administration, Social Sciences, International Relations, Laws or in any other relevant discipline will be given due consideration, but is not a requirement.

    Experience:
    • Minimum 5 years (with Secondary Education) or 2 years (with Bachelor ́s degree) of relevant experience in development-related projects, preferably with hands-on experience in project implementation.
    • Knowledge of planning, implementing, monitoring and evaluation of the project.
    • Conversant with MS Word, Excel, and PowerPoint applications.
    • Working with development/other donor agencies is desirable
